John P. "Jack" Rutter Obituary

John P. “Jack” Rutter passed away peacefully on November 25, 2021. He was the loving husband of Patricia O’Hara Rutter for 63 years. He was also a devoted father to 5 children, grandfather to 16 and recently became a great grandfather.  Jack loved spending time with his family, especially at the beach in Stone Harbor, traveling the world with his wife and tending to his yard and home that he and Pat built together.

Mr. Rutter was born in Harrisburg, PA on August 24, 1934. He was the son of Frank and Francis (Ernest) Rutter. He graduated from Villanova University in 1956 as a Civil Engineer and was a registered engineer in Pennsylvania and Maryland. He retired in 1999 as Vice President of I. A. Construction Corporation in Concordville, PA. Prior to his employment at I. A., he was employed by G.A. & F.C Wagman for 36 years as an engineer, Vice President in 1964, and Executive Vice President in 1977. He was a member of St. Mary’s Roman Catholic Church and a member of the Country Club of York.

Jack was also an active volunteer in the Construction Industry and its organizations, serving as Chairman of the American Road & Transportation Builders Association, Washington, DC in 1992. He also served as Chairman of the Bridge Committee of the Associated Pennsylvania Contractors for more than 20 years, and was both chapter President and national President of the American Society of Highway Engineers. He was a member of the National Society of Professional Engineers and the American Society of Civil Engineers. Mr. Rutter was a past director of the Eno Center for Transportation, Washington, DC. He received many awards for his contributions to the transportation construction industry on the local, state and national level. He was named member of the year (1991) by the Highway Engineers. Jack received the James J. Skelly Award (1998) from the Associated Pennsylvania Constructors and the Nello L. Teer Award (1997) and the ARTBA Award from the American Road and Transportation Association. In his later years, he served on the Pennsylvania Governors Transportation Advisory Committee, Harrisburg, PA.

Jack was preceded in death by his son Michael Rutter of Denver, CO and his brothers William Rutter, M.D., Philadelphia, PA and James Rutter, Harrisburg, PA. He is survived by his wife Patricia, 4 children: Maureen Brown (David), Susan Pierce(Clint), David Rutter(Jessica), Kate Herzog(Tommy) and daughter-in-law Shanna Rutter. He was the loving grandfather of 16 grandchildren: Caitlin (Patrick), Christopher and Maggie Brown; Matt (Rachel), Kevin, Tom and Katie Pierce; Patrick, Kevin, Courteney, Catherine, Michael and Isla Rutter; and Jackson, Henry, and Vincent Rutter; and a great granddaughter Nora O’Connor.

Visitation will be held from 5-7:00 PM Monday, November 29, 2021 at Kuhner Associates Funeral Directors, Inc., 863 South George Street, York.  A Mass of Christian Burial will be celebrated on Tuesday, November 30, 2021 at 11:00 AM at St. Mary’s Catholic Church, 309 South George Street, York. Burial will be at Holy Saviour Cemetery.
