Penny Sue Leader Obituary

Penny Sue Leader, of Mount Wolf, died on Saturday, December 6, 2025 at WellSpan York Hospital at the age of 58, surrounded by the love and laughter of her family. She was the wife of Troy L. Leader. 


Penny was born on February 3, 1967 in Medina, Ohio. She was a daughter of Thomas Klinger, of Tennessee, and Sandra (Snyder) Klinger, of Manchester. She was a United States Army veteran of Operation Desert Storm. She served active duty and continued her service in the reserves. She most recently worked for the State of Pennsylvania as a Consumer Services Policy Analyst 2 for the Public Utilities Commission. She was also a volunteer for PEMA and was activated for several emergencies. 


In addition to her husband, Mrs. Leader is survived by her two daughters, Cassandra J. Biser, and husband Shawn, of Littlestown, and Tamara L. Dellinger, and husband Richard, of Red Lion; seven grandchildren, Genevieve, Logan, Katiana, Aidan, Gabriel, Tyler, and Brittany; by three sisters, Pamela Hines, Jennifer Wallace, and Amy Jo Healey; father-in-law Dean Leader (& Joyce) of York; and mother-in-law, Gail Fitz, of Dover. She was preceded in death by her sister, Tammy Carbaugh. 


A Celebration of Life is scheduled for Sunday, December 21, 2025 from 12-3pm at Union Fire Co 1, 201 York Street, Manchester, PA 17345. William E. Little Funeral Homes, Inc., 60 South Main Street, Manchester, is assisting with arrrangements.


In lieu of flowers, memorial contributions may be made to Cancer Patient Help Fund, 2500 South George Street, York, PA 17403.
